API: make parameter filter_excludelowpop_value work in all cases #8324

Reproduce: http://demo.piwik.org/index.php?module=API&method=Actions.getPageUrls&format=XML&idSite=7&period=day&date=yesterday&flat=0&filter_limit=-1&filter_excludelowpop=nb_visits&filter_excludelowpop_value=100
Expected: Rows with nb_visits less than 100 should be removed from dataset
Got: All rows are removed

Notes:

It works well with &flat=1: http://demo.piwik.org/index.php?module=API&method=Actions.getPageUrls&format=XML&idSite=7&period=day&date=yesterday&flat=1&filter_limit=-1&filter_excludelowpop=nb_visits&filter_excludelowpop_value=50

(records with less than 50 visits are removed)

Steps:

add System test case so we can detect problem in future
