Note: To simplify future updates, libs/Smarty should no longer contain local mods.

Changes:

Moved locally modified version of modifier.escape.php to core/SmartyPlugins
Add smart->debugging and smarty->error_reporting to View.php
Change search order of plugins_dir and prefix with PIWIK_INCLUDE_PATH
