There's a bug in Piwik 2.11.b3.

My preference is English but my OS and Chrome Browser are French.

On login (normal user or SuperAdmin), Piwik "forces" French as seen in the screenshot:

If I save without touching anything (English is already selected in the dropdown) Piwik changes interface in English. If I then logout and log again the language is still English.

If I logout, delete domain cookies and login, I'm again in French and preferences shows I'm supposed to be in English.

fixes #7187 Browser language is used even when English is configured.

Problem was it did load the language while the user was not authenticated
yet. We need to detect the language again after the user was authenticated.
