  1. Go to Action->Pages on demo.piwik.org
  2. Make this report flat
  3. Enable Aggregate rows are hidden » Show them
  4. Disable this option
  5. Try to export data

Result: parameter include_aggregate_rows is still set to 1. It's really confusing.
