Make User menu (and Settings link) easier to discover #6765

The goal of this issue is to make the top User menu easier to discover. The Settings link hidden behind this menu is quite important and we regularly get users asking where to find the Settings link.

Maybe we could display the User Menu on hover rather than on click ?

👍 I was so confused the first times I used Piwik. This button should be visible by default on every page (for admin users ofc), just like the user menu.

The settings menu is now visible on every page and doesn't require to click on the user name.

👎 for opening it on hover. So annoying... also we would have to do the same then for the languages menu in case one is anonymous etc.
