The goal of this issue is to un-comment and re-enable the system tests in: https://github.com/piwik/piwik/blob/master/tests/PHPUnit/System/ArchiveCronTest.php#L32-65

These were commented out as the tests were randomly failing. This was caused likely by real bugs in Piwik. Since we've fixed several archiving issues in last 2-3 releases maybe this would work better now. Also work done for #5363 will likely help this issue.
