Allow Archiver class generating with CLI command #6516

Currently plugin file generator is working quite well and it's getting more and more useful for plugin scaffolding. However Archiver has to be created manually. It would be very nice to have ability to create any standard plugin file using CLI command. Also maybe there are other classes that currently are not covered by generate:* commands (for example functions.php file to be used in datatable filters) ?
