Refactor segment handling/processing code so segment operators are defined by metadata classes #6472

Allow segment operators (ie, ==, !=, ;, etc.) to be defined by metadata classes so that plugins can add new ones, we can more easily add new ones, and non-relational data stores can eventually be used as backends w/o reimplementing core segmentation logic.
