Follows up #6465 - assuming this behavior is not changed in PHP 5.6, we will have to add a system check entry to check that PHP is configured with always_populate_raw_post_data == -1.

If this setting is not set to -1 then at least Bulk Tracking feature is broken and possibly more. Maybe we're lucky and PHP team decides to change it.
