Several things of note:
The blue colouring only works when selecting bounce rate.
The colouring does not go away when selecting something else afterwards.
The tooltip only works for countries with no visits, when the map is set to visits/actions.
After switching to bounce rate and back to visits/actions, there is a tooltip for countries without any vistis, but it's the one for bounce rate.
The TypeError: undefined is not a function error in the lower left corner can be triggered very easily: just left-click anywhere on the map. 😕
We're on the right track, it works flawlessly in Firefox!
However, it's not one of my extensions in Chrome: I disabled all of them and it still doesn't work.
But, I've tried this with Chrome beta (at work, Version 38.0.2125.66 beta-m (64-bit)) and Chrome dev (at home, Version 39.0.2166.2 dev-m (64-bit)), not with Chrome stable. So something in those newer versions of Chrome seems to be the cause.

When switching the metric for the map to something other than "Visits", an error is being displayed in the lower left corner:
TypeError: undefined is not a function
When switching to "bounce rate" or "avg time on website" I additionally get a legend (blue box) titled "NaN".
As the screenshot shows, the tooltip appears to work correctly, though.
I have a feeling this might be related to #6288.
