This is related to #5994

I really liked one suggestion last week to trigger sometimes notifications for instance when there is a new plugin available in the marketplace. It could contain the name and the description of the plugin.

Maybe we can in addition sometimes trigger a notification to let users know about Marketplace in General or have something like "Did you know? ...".
