Backup "config.ini.php" before installation of plug-in ... #5402

I have a chance that one of plug-in during installation messed up my "config.ini.php" (see #5401 ). It modified "password " field in "[database]" section. I suggest that "config.ini.php" is treated as "global.ini.php" and backup is performed before any plug-in installation. I could not imagine how this happened, because this may be operational risk ( I do not know underlaying procedure for "config.ini.php" handling).

Correct link is #2391 instead of 5401 ...
