Auto archiving: all websites should be archived at least once per day #5358

There is a bug in the core:archive console command where in some cases, some websites will not be archived every day.

Expected: all websites should be archived at least once per day.

In 5ad27d7: fixes #5358 When looking for websites for which the local time, has moved into a new day then we should use the timestamp of the last time the archiving was executed successfully.

Previous code would not work as expected, in case for example: archiving runs once a day around midnight.
