Follows up #5052

Reasoning:

If a Piwik user is located in Germany, then the Piwik user must configure her Piwik to respect local privacy regulations. In particular the IP address must be anonimised.

Task:

  • If Geoip is installed,
  • and we can detect the country where the Piwik server is location,
  • and the server is hosted in Germany, or Swiss, Netherlands,
  • and user hasn't yet setup advanced Privacy for Piwik,

@mattab The notification thing is a good idea, but wiht combination of installation ticket #5052 i think you could do it even better.

During the installation or when clicking on the notification, show a list with different configuration sets based on the country and one or two general settings (pre-select just that one based on the IP).

With a good description (what is different) and links to the relevant ressources (laws, articles, ...) this would be awesome!
