Follows up #4610

Currently the Automatic crontab for archiving Piwik reports automatically detects the PHP binary, and if valid, it will use CLI to run the archiving process (instead of HTTP).

In some cases the PHP binary detected is 5.1 or 5.2 and so the cron fails. Therefore we should check the PHP version before using PHP binary.
