We just upgraded to 2.3.0.
Some of the widgets dont load and we get the error in the widget box:

The Piwik configuration file couldn't be found and you are trying to access a Piwik page.
You can install Piwik now
If you installed Piwik before and have some tables in your DB, don't worry, you can reuse the same tables and keep your existing data!

This does not happen all the time, for instance the "You can install Piwik now" is a hyperlink and when clicked the page reloads and then the widget loads its data.

Do you see any error in your server error log?

Maybe try to enable Database session: http://piwik.org/faq/how-to-install/faq_133/

Also in case piwik runs on several servers make sure the config file is synchronised between all servers: http://piwik.org/faq/new-to-piwik/faq_134/
