Replace "Give us feedback" top menu link with "Help" #4898

Now that it is possible to give feedback for each feature, see #4877, we can replace the "Give us feedback" link with "Help".

This page will show some information about the Piwik project, how they can help Piwik and how they get help.

This makes the "About Piwik" header message needless and we will display this message only for Piwik demo users as well as for super users to check for updates/install updates.
