Integrate Plugin API docs + Hooks list in Piwik.org #4201

The plugin API documentation should be available on piwik.org

The scope of this ticket is to integrate the documentation from here: https://github.com/piwik/pluginapi-doc-generator/tree/master/docs/master to piwik.org

See #4194 and #4200 for more information.

Asked to Piotr:

please let me know the easiest way we can push our auto generated doc to piwik.org to build the pages at docs/plugins/api/Archive

Alternatively we could have them on docs.piwik.org/api/Archive for example instead (and load there the header+footer from piwik.org, as it is done on forum.piwik.org)

The dev docs will be published on http://developer.piwik.org
