A site can't be added in the sites manager if website-specific user agent exclusion is disabled and Excluded User Agents textarea is hidden. Javascript crashes in the SitesManager.js in getApiFormatTextarea, because the value of excludedUserAgents is undefined (tested in FF 23 and Chromium 28).

This was fixed in 2.0 you can use latest beta from http://builds.piwik.org/?C=N;O=D
