I created a new email report and tested it. I had the interface switched to Greek, so, the e-mail report was created in Greek and was sent to my e-mail address. HTML was the report type. Although the text was displayed correctly inside the report, the image that displays the visitor overview graph did not show the Greek characters correctly.

To enable support of Greek fonts in the graph follow instructions in this FAQ (download the unifont font which contain Greek characters) https://piwik.org/faq/how-to-install/#faq_142
