Piwik Mobile relies on Titanium SDK which is non-free software: http://www.appcelerator.com/legal/terms-conditions/

Therefore it can not be built using only Free Software which is a problem for alternative app stores such as F-Droid. It potentially also makes Piwik non-free software. Giving the slogan "Liberating Web Analytics on the go!" a pale taste.

Free Software should never rely on non-free software to work. Please consider to move away from Titanium SDK and learn from the Bitkeeper experience of the Linux community: https://en.wikipedia.org/wiki/Git_%28software%29#History

That's not the license. The T&C says:

C. This license does not specifically cover any downloadable software products contained on Appcelerator, Inc.s website which are covered under separate license(s) for each specific download. Please see the applicable software license agreement for each downloaded software for individual software license details.
