As the main admin user I can add a new goal, but after adding a goal I can no longer add new goals. I don't get the add_edit part of the template either, so I can't manage the existing goal I have added.

Looking at the code it might seem that

$view->userCanEditGoals = Piwik::isUserHasAdminAccess($this->idSite);

in [source:trunk/plugins/Goals/Controller.php] is not working as expected.

Icant replicate, 'Goals management' section appears in Goals overview report as expected for Admin user, and Super User user

I can't seem to be able to edit goals too. I am a superuser. In Goals overview I don't see a "goals management" section.
