Add notifications that can be shown to describe new features/potential problems etc. #3320

There should be a way to conditionally notify the user of potential issues w/ their setup or of new features/UI changes so there is less confusion when they use Piwik and things don't work as expected. Such notifications should:

  • be very noticeable, but not intrusive
  • be dismissable if the user doesn't want to see them (except for important warnings)
  • remember if a note has been dismissed and not show it again

One of these notifications should be used in the All Websites dashboard to warn the user if they have a lot of websites, but do not disable archiving via browser request.

Hi, @vipsoft, sorry for the late reply. Yes, #1358 seems identical to this issue, so I guess it can be merged. Sorry for the noise :)
