Add so when the user Opt-outs of Piwik tracking, it deletes all Piwik cookies stored on the users device (Apart from the piwik_ignore one)

There's a requirement to delete cookies? Not possible if the iframe isn't on the same domain as the first-party site.

In addition, we have the problem of some browsers breaking support for frames that post a form (#3135).
