When you activate shortened IPs (i.e 2 places, like X.X.0.0), then the whois lookup for finding out the provider does not work, its always "unknown", even when the whole range belongs to one provider.

A good workaround would be: store x.x.0.0, and do a lookup on x.x.1.1 (which usually works quite fine).
