archive.php: check if website must be reprocessed should be less selective #3039

In archive.php,

  • Run A, finishes 01:23
  • Next run B goes faster, at 01:15 website C "archiving ran less han 1 hour ago". and skips.
  • Instead, website C should archive again.
    Maybe when >= 30 minutes, we substract minutes from the time, and cap to 10min delay for example, even when user specifies 30. When user specifies 60, use 30. etc.

Maybe there is another bug.

Maybe also there's a bug with ts_archived timestamp stored in archive tables?

Maybe we will fix, but does not seem mandatory at this point
