Probably the flash detection works in some Internet explore browsers?

the code excludes IE from the count, but does not use the "visits" count for IE only... however, not possible to fix at this stage (as it would require to have the number of "visits" non IE that have flash enabled).

The proper fix would be to completely disable flash detection for IE browsers in piwik.js...

or better, check if flash detection works in all IE versions, and if IE flash detection works, update calculation for Flash plugin only?

No, there's no Flash detection in IE.

The more likely cause is that someone spoofed the User-Agent string.

What we could do is to strip down everything above 100% to 100%
