Follow up fixes for PR #18868

• Fix the token, update table structure, put invite token into user table
• Fix the VUE USER type
• Fix some UI test
• add terms and condition dynamic setting from the general setting

• UI update for the expired time
• active log for who initial fire the invite (do we have a system log table somewhere)
• Only superUser and initial fire invite can alternate the invite
