Similar to #14087
It would be really useful to have a limit specific to the downloads report.

The current behaviour of the archiver will place all downloads under a top level row where the top row is the site hostname. Because of this, all the downloads are lumped together into a single subtable which by default will be set to 100 rows (https://matomo.org/faq/how-to/faq_54/):

And because this limit is shared with the Pages report, simply increasing the limit to 1000 or more could quite easily lead to performance issues when archiving.

We got another request from a customer for increasing the limits for the downloads report specifically. They are a humanitarian organisation that provides information for disaster recovery and have over 18,000 different documents on their website. Having this limit tied to the Pages and other Actions reports means that it isn't possible for them to easily get data for all of their downloads.
