Missing icons assets inside Morpheus theme #19053

Expected Behavior

Visitor log shows visit's summary with some icons, country flag, browser and os logo.

Current Behavior

After installing matomo 4.x-dev forked from github repo, directory plugins/Morpheus/icons/ it's empty.

Steps to Reproduce (for Bugs)

1. clone matomo from 4.x-dev branch
2. composer install
3. configure a database and preliminar settings
4. 'php development:enable'
5. log a few visits in a dummy site
6. open Visitor Log report, icons are missing, you see a placeholder and that image returns a 404 error

Your Environment

• Matomo Version: 4.x-dev branch
• PHP Version: 7.4
• Server Operating System: ubuntu WSL
• Additionally installed plugins: any, matomo running on localhost
• Browser: any (tested on firefox)
• Operating System: Windows WSL Ubuntu
