Certain types of reports that only contain a few columns have inconsistent sizing in the PDF report. This results in both inconsistently sized tables and charts in the PDF reports, sometimes within the same page.

Some examples of inconsistently sized reports and pages with changed orientations can be found in the screenshots attached. An example of a PDF report with these issues is attached as well.

guess this is related to #18942
