Clarify the Newsletter Opt-in message during installation #18787

Expected Behavior

When I opt-in to Matomo newsletter, I understand it's a general newsletter and not only about version upgrades.

The newsletter opt-in should be consistent and use same wording across the product.

Current Behavior

Currently during installation process the opt-in is short and reads "email me about major communicate updates"

Context

This was initially reported on twitter, where someone didn't expect to hear about GA illegal on the matomo newsletter (since they already use Matomo and don't care about GA), and after investigating with our helpful user, we found the french version of the newsletter opt-in is unclear: https://github.com/matomo-org/matomo/blob/4.x-dev/plugins/Installation/lang/fr.json#L61

This is an old text which can be unclear in translated versions of Matomo, can be easily translated "email me about major version updates" and the nuance lost in translation.

Possible Solution

Steps to Reproduce (for Bugs)

1. french user installs matomo
2. clicks on the box to signup to newsletter thinking it's only about "major releases announcement"
3. gets classic newsletter email and doesn't expect it
