As suggested by @GreenReaper in #18186 (comment) it might be helpful to provide an alternative way to send feedback.

Currently when the mail method doesn't work there will be an error displayed upon trying to send the feedback.
We could maybe add a simple mailto link in this error message, that would send the same mail, but using the clients mail software instead.
