When looking at #17975 I noticed that the promotions' texts are all in the templates. I suggest we make them translatable as well to include a wider audience for premium plugins.

Summary

When including text to promote products such as plugins, it will be helpful for non-English speaking people to be able to understand the promotion text. I think this could be a quick win with little effort involved and a big win by reaching a much more global audience.
