When in admin if you have currently scrolled to a fragment in the page for example #ScheduledReports then click on a menu item to expand it the page scrolls to the fragment.

To reproduce:

Enter admin
Click Platform -> API
Click SEO from the links
Scroll to the top
Click on Personal

Guess we would need to remove any url fragment when a menu item is clicked
