Reported by a user:

4.1.0 seem not to have a script for converting the database as described above. By executing
./console core:convert-to-utf8mb4
on the console I get an error:
[InvalidArgumentException]
Command "core:convert-to-utf8mb4" is not defined.

But it is documented in https://matomo.org/faq/how-to-update/how-to-convert-the-database-to-utf8mb4-charset/

added (Note: if the command returns Command "core:convert-to-utf8mb4" is not defined.then your database should already be using utf8mb4 and you don't need to run the command.) to the FAQ which should explain the issue
