Similar to the PR template added in https://github.com/matomo-org/matomo/pull/16645/files
we could add it to all plugin-* repo we manage, to help us remember to review all aspects of plugin changes.

(also be great to check the .github folder is already excluded from the git export on all repos)

this could be done in Jan/Feb 2021
