Reproduced on demo.matomo.org at this URL
The widget "Movers and Shakers" show no data:

Expected to see data because we checked in the Pages report, and Insights show data there:

looking at a different instance, we noticed that there is more data shown when looking at a "day" rather than month. So maybe it is the issue that the threshold used is a bit off in some cases. maybe it would be helpful to give users some control on how much to display?

(Also the demo-data is maybe more prone to having less movers and shakers since it repeats itself from time to time)
