I'm customising the dashboard to meet the needs of my (non-technical) users.

I need to add text to the dashboard (for example titles and descriptions of what graphs and widgets show) ideally as 'text box' widgets.

I have seen the translations plug-in to customise headings but this isn't quite it (unless there's a widget a can customise from scratch to make it into a text box).

Hi,

This sounds like an idea that is perfect for a plugin.

You can create any widget you want in your plugin and maybe add an admin setting to allow the Matomo user to customize the text if you want it to e.g. show recent news.
