The feature to change the period being visualized on the graph, labelled "Change period", is only available in days/weeks/months/years dates, but not when a custom date range is selected. It would be consistent to show the feature in all periods.

Thank you @mattab for documenting it. Today, I got a discussion with one of my client who was looking for this feature.
The use case is as follow, he has a custom date range graph which by default is showing days whereas his wish is to have it on a weekly basis by clicking on the green period icon. Google Analytics has this feature if one would like to see how it works.
