Happy to move this into Matomo 4 if needed.
I was actually bit confused since there was already PR merged matomo-org/component-network@bd67e3c which fixes #9411 but it seems #10373 is more specific about this re PHP 7 and fixes it for PHP7? Merged matomo-org/component-network#10 as tests pass and user confirms it works. Created a new release of the network component 0.2.1
