Hello,

When receiving a request like "/API?foo=bar%26baz" where one of the parameter values is a URL Encoded &, the result in the Matomo UI looks something like "/API?foo=bar&baz" with the & decoded, which is probably ok(?). However, if "foo" is set up as a parameter to exclude from tracking, the result is "/API?baz" which is not correct. Should the URL parameter filter be applied against the URL Encoded version of the URL?

Thanks @ibril15 I don't think it should and it looks like a bug.
