Auto-scroll to the top of any newly displayed notification so it is always visible #13973

In some cases (only some browser, eg Firefox on Mac) notification such as an information or warning or error is displayed at the top of the page, out of the viewport and not visible.

a solution would be to scroll to the top of the modal so that user always see it.

How to reproduce: create multiple websites one after another. The notification at the top (saying the website was successfully created) is not visible.
