I wanted to use this "login_whitelist_ip", but it blocks the possibility to use "optOut" (from outside our whitelist), which is very important since DSGVO.
So you should fix this asap, or give a note to warn about this behaviour!

As a workaround I now applied some limitations in my apache configuration (inspired by https://forum.matomo.org/t/using-htaccess-to-restrict-access/1532/83, but corrected / extended for optOut)

I'm using Matomo 3.5.1 on SLES 12 SP3 with apache 2.4 and php 7.2.6. (with a redirection to https).
