This seems to be an issue only in the dashboard. When changing the date several times for example on https://demo.piwik.org at some point the "Loading data..." is not displayed anymore and the dashboard is empty until the widgets are loaded.

instead, we should always display the "Loading data..." text until the last moment where we display the widgets containers.
