Use case:

Create a segment Time on page > 30s (to ignore all the users who browse too quickly and don't read) so that we can see only those users who read content.
Can be useful when looking at Content Tracking report for example, to exclude anyone scrolling to the bottom of the page but not reading content. Or in the Heatmap Scroll report to exclude anyone scrolling fast.

This segment should filter out Actions that don't meet the specified "Time spent on page"

(Note to self: when implemented notify SW)
