When a user visits a search page without adding a search term in the search query, Piwik doesn't count this search as a siteSearch.
I think it should however, stating there was no data submitted in the search field.

Would it be sufficient to edit the public function detectSiteSearch
https://github.com/piwik/piwik/blob/3.x-dev/plugins/Actions/Actions/ActionSiteSearch.php#L214
and have it returned a (translatable) value stating the user has searched without using a keyword?
