fixes #11180 (and hopefully hasn't any side effects)

I didn't increase the z-index for .piwikSelector.expanded .dropdown as I am not sure if 1000 would collide with anything.

I'll assume that's not because of my huge change.

Restarted the build. Now it passed ;)
