When clicking on the "Admin" link in the top menu we show different pages depending on the user's access etc the API page for anonymous users unless scheduled report plugin is enabled, we show general settings for super users and another page if a user has admin access. This means if a user has admin access for one site, but view access for another site we show different pages when clicking on that link. It also means we link all kind of users to rather unrelated / unimportant pages. For example I presume a super user rarely actually wants to change the "general settings".

Instead we want to introduce a new "admin home page". We always send all kind of users there and show different content / widgets depending on the user's access.

For example for Super Users we can show a system summary #10353 and a minimal system check result #10354. We can post an event there so plugins can add additional content.

For example the Custom Alerts plugin could say "Hey, you have not yet created any alerts, did you create one now? Custom alerts send you emails when ....", same for Scheduled Reports. The CorePluginsAdmin plugin could add a Marketplace widget showing the recently updated plugins #10355 .

In a first version we probably only post an event in the template. In a next version we could eg enrich the Widget API to make it easy for plugins to add widgets to this page. After all often such content could be also nice to see in the dashboard but it always depends.
