Could you tell me which page is this? Also, is it possible to suggest changes to the piwik website? Or it's code is hosted openly?

Sure, we always appreciate any kind of feedback. Simply create a new issue, the code is however not hosted openly.

as @sirtet mentioned it is the update page. The stylesheet is located in plugins/CoreUpdater/stylesheets and it is one of the templates in plugins/CoreUpdater/templates
